Preheat the oven to 180C and grease a 9”x13” baking dish; set aside.
On medium to high heat, cook the sausage meat in a large pan, breaking it up as you go. Once fully cooked, remove from the pan and set aside on a large plate lined with kitchen towel to allow some of the fat to drain.
In the same pan, cook the onion and peppers until beginning to soften, 5-7mins; set aside.
In a large bowl, whisk together the eggs until yolks and white are fully combined; add the double cream, vegetables, half of the cheese and salt and pepper.
Add the cooked sausage meat and hash browns to the baking dish and combine. Pour the egg mixture over the sausage and hash browns and top with the remaining cheese.
Cover with tin foil and bake in the oven for 25mins. Remove the foil and continue to bake uncovered for another 25mins or until the center is set.
Top with chives and serve.
